I had a similar problem with my Aloe Vera plant but in my case I had overwatered it and nearly lost the plant. They need very little water so if you are watering it regularly, this may be the cause. I scraped off the mould on mine after it dried out, put some fresh compost on the top and topped it off with some pebble stones (the type you buy in nets in supermarkets/hardware stores). hope this helps with your question.
