just on google i found a website called balloonandhampers but the hampers were rubbish!
Think you will find it difficult as ballons aren't usually associated with fathers day. Flowers and ballons for mums and babies - fathers day not usually.

You could see if John Lewis would add one or else you need a specialised hamper compnay but you'd be paying through the nose is my guess unless you have a small local shop that would do this???
Could you ask a friend to do the delivering for you which means you can do the hamper up yourself? Another friend could also take a photo of your Dad and the person delivering. Just a thought.
I don't know how much you want to spend, but there are some good ideas on this site.

marval is a good site but carla wants a ballon and that doesn't do ballons
You're not going to get a balloon as all the hampers are delivered by Royal Mail.
