Don't even try to 'punish' her.
Sorry but some cats are just less sociable than others.
Cats need to scratch so give her a few scratching posts etc around the house; also lots of things to climb.
The only way that she can show you that she is not happy with what you did is to scratch. Did you startle her? or try to hold on to her when she wanted to get away?
I'm willing to bet that she did not just stroll up to you, lash out and then stroll away just for the hell of it.
If you have a more nervous or aggressive cat it takes a long time (years) and a lot of patience to gain it's trust, 'punishing' your cat will make it worse, not better.

Madmaggott,
I've had Tigger and Blue for many years now and they both rule the roost. Tigger has a habbit of coming up to me when I'm on the computer trying to get my attention. She does this by putting her paws on the chair and tapping me with one of her paws. Unfortunately this time she caught my skin with her claw and pierced my skin.
Lets also get a sense a humour here. When I say I'm going to punish her I'm not really going to punish her. Its called irony.
