Can a police officer seize a motor vehicle for 'not having a valid drivers licence' when the person produced a provisional licence and was being supervised by a qualified driver. Yes the L plates were not being displayed and points were received for the offence, but does this invalidate the drivers licence. It is important that someone can help me on this matter and which legislation states this as i cannot find it.

Failure to display 'L' plates satisfies the conditions for driving "otherwise than in accordance . . . "

In relation to the insurance, there will likely be a clause that states that you won't be covered in the event of an accident if you are driving other than in accordance with your licence (i.e. failing to display L plates).
