If you saw this programme please could you tell me how the parking warden intended to take ownership of the motorbike he had moved and hidden? Surely he would need the log book or are there other ways?

I saw this program but I don't think it was mentioned as to how he intended to take official ownership. I just assumed that he would be able to get false documents, or change the plates to fit a book he had or could get a hold of.
