Hi Tamirra
As it's a new build property, it must have an NHBC or equivalent cover on it for at least 10 years so i would get your daughter to contact the agents where she rented the place from and inform them of the problem....see what they do about it..........otherwise contact the landlord of the property and ask him/her to sort it out as a matter of urgency. Stress urgent!!!
Must be some sort of damp/rot coming in from somewhere.
Good luck to you and your daughter and hope it gets sorted out quickly.

Toadstools are FUNGI ie neither animal or vegetation, as such they are in a world of their own, and will grow on rotting wood for example,
So to cut a long complicated story short, If the spores (seed ) of the fungi were already on the new timber, floorboards, they wood grow there very quickly, most likely causing dry rot, which can spread like wildfire, so a specialist from the council will need to be called to inspect this.
