You will see a list of shortcut keys to use, e.g. if you want an E with an umlaut then press and hold down shift, control and the semicolon all together and then let go and press E.
This sort of thing only works if the font you are using contains a full foreign language character set though.
If you're using Word then just click on INSERT followed by SYMBOL. You'll find stacks of accented characters, smiley faces, musical notes, etc. Worth spending a bit of time checking all the various Subsets which will give you even more choices. You can click Edit/Copy then Edit/Paste to keep using the same character. Have Fun!
