There is no slack whatsoever in the NHS and if anybody for ANY reason cannot attend work, then there is nobody to take his or her place. Operating lists are either shortened or cancelled and waiting times for operations and O.P. appointments suffer.
This is indeed the same for Education and other nationaised industries, but the effect is not as significant.

jno..I do indeed take your point and in Nationalised Industries this is indeed so.
I am not blaming women for the understaffing, but just saying that it would be less of a problem with a totally male workforce.
You clearly have never tried to get NHS funding for extra medical staff......blood out of a stone comes to mind.
