Double yellow lines sounds like a traffic warden as opposed to a parking attendant that are operated by the Councils. The only problem is if there was a 'discount' if you pay within 7-14days for example but if they have to get your details from the DVA they will recover this cost as well as the fine.
Why not ring up the local Police and ask them, they are where the traffic wardens operate from. Better to be up front then get a nasty shock through the post.
If you appeal against it within 14 days of receiving the ticket the "discount" is maintained whilst the appeal is processed. If your appeal is rejected, you still have the option of paying the discounted rate within 14 days from then.
My advice would be always to appeal in the event of getting a ticket. You would be surpised at how many appealed tickets are cancelled. Then again, maybe you wouldn't, given the farcical, corrupt system we have had dumped on us.

A local authority parking attendant has to either give the ticket to the driver or ATTACH the ticket to the vehicle.
If it isnt the ticket is invalid.
What will happen is that you will receive a Notice to owner through the post. Appeal this. You will then be told that the attendant has said that he attached the ticket to the car.
You will be sent a form that will allow you to appeal to the Parking appeals comittie. Fill this in and send it off. You will be given the option to accept the decision or go along in person.
Get any evidence you can, witness etc and send it with the appeal. The council will be sent a copy of your submission by the appeal board and you will receive the councils submission.
DO NOT PAY. If you pay the council takes this as admission of guilt.
The say thing happened to me a few week ago. But mine was on a Red Route. A few months later i have received a NOTICE TO OWNER, for � 100. I am lucky enough to have MADE IT a POINT to be FRIENDLY with a warden. He told me that all you have to do is write a letter stating VDA ( vechicle driven away), PA (new word for traffic warden) had not issued PCN. PCN was not placed on windscreen, You verbally refused PCN. ( legally the PA should have cancelled the ticked) There are also other factors like was the PA wearing a hat at the time? It is illegal for a PA or anyone issusing PCN not to be in FULL Uniform at the time of issue.
Another approach is GET THEM TO PROVE That YOU WERE THERE! They don't really care about the PCN, if paid within 14 days 50% discount, other wise where the real money is made is through Processing, by the time you get your NOTICE TO OWNER the amount has incresed.
If you had watched The Whistle Blower on BBC 1 , you would had known what your legal rights really are and the illegal things PA's are doing to issue tickets. GOOD LUCK!
