She doesn't do it when she's practising.

It's a deliberate thing, so her opponent can't hear the sound of the ball coming off her racket.

That makes it harder for her opponent to judge how she has struck the ball.

It's gamesmanship ...

... but it's not cheating, because it's not against the rules.

in table tennis it is against the rules......even stamping to disguise the sound of bat on ball is illegal......I have been known to scream at match point though......
