what is this film - PLEASE??

ok here goes. it's an 80s kids film set around a lake. there is a bridge/jetty out into the middle and the legend is if you go out there at midnight you meet the devil. at the end of the film a giant man is shown pulling a massive plug out of the lake, thus draining it down. he lives next to a watermill/windmill.

Can anyone tell me what this is?

I have never seen this film but is it Stand by me or something like that with River Phoenix

I remember this film, but for the life of me can't remember the title.  It had River Phoenix in it though.
