My sister lives in a council house, and in the front garden close to the pavement, is a big tree wt spicky leaves and twigs overlapping the pavment ,and somebody could get hurt passing
The council say its not their responsability to cut the eccess branches down ,and they say its up to her and if somebody get hurt she is responsable.
I would like to know who is responsiable for cutting the tree down as it is a council house

ask the council if you could have what they are saying in writting also before you start to chop it find if it has a preservation order on it,
if it gets that bad you could ask your local m.p to get involved about whos responsibility it is x
I have just checked our local housing association rules here in Hastings and the tenant is responsible for maintaining the garden and contents "to a reasonable standard". Your sister should have been given a handbook which contains your local authority's rules and should check what it says in there as they may be different.
