The poem is (as you know) by Hilaire Belloc.
He was brought up at Slindon,which is only a short distance from Duncton Hill.
I think HE is the boy singing,basically he is saying that when he is dead he will still be on the hill singing (in spirit).
Oddly enough,Slindon is not far from Arundel(your other question)
and Duncton is not that far from Petworth (your other question)
