I can't get a toe-hold into the top left-hand corner, so would much appreciate a hint or two! Main problem is1d: One's comfortable? Blow me - that's outrageous! (6). I have 'wellie' on the brain, but probably wrong. 2d Expressions of regret accepted in deficiency with flowers (12) ??????a?sies. Help with 1a might get me moving: Belfast journalist with a loose coat (8) ?????r?d.
And is 13a spelled 'circar' or 'sircar'? (Charles follows the book in Indian state).

That sounds good. I was working on daisies and pansies, and lack, but was looking for a word with 'U' (accepted) in it!
1d UNHOLY was given yesterday, presumably one = un, comfortable = homely, remove the 'me'

1a ULSTERED - an ulster is a type of long, loose overcoat

Sorry - can anyone explain working of 14a (above) to me?
14a sircar (state, India)...sir = abbreviation for the Apocryphal Book + car = abbreviation for Carolus/Charles
