Yes, of course it's from Paddington. Maybe the setter just got it wrong as it seems to fit the clue perfectly. There would have been no need to use poetic licence and change the title as the clue could easily have been altered.
Re the first answer - now not sure how the ten fits in - it just seemed the obvious answer. I'll put my thinking cap on and see if I can come up with something else or maybe someone else can supply a better answer. It's a good quiz though
