Having trouble installing cd rom

I am having trouble installing a theory test cd rom, every time i try to install it it tells me that 'microsoft XML DOM version 4' has not been installed correctly, why? and what is this? how can i sort it out?
My son is due for his theory test and i really need this cd rom installed!

installing it onto what?

My pc, it has windows vista, celeron processor, on the back of the cd rom cover it says pentium 2 processor or better, is mine not good enough?

the processor is fine, does it say on the back of the box that it is compatible with vista though?

Yep, it says compatible with vista.
