if a bus stop is placed between temporary lights and bus drivers are unable to see the condition of the traffic lights when they move off from the bus stop, are those traffic lights legaly placed.
I assume you mean the bus has pulled into a 'lay by' bus stop so the other traffic can get by. Yes, they are perfectly legal. The authority erecting the lights (highways agency, water board, council or whatever) should have contacted the bus company to notify them of the lights and that the drivers should use caution when leaving the stop. I work in temporary lights most of the time doing road works and it is not usually a problem.
Well if they stop 'in the works', the traffic behind can't pass, so has to wait for the bus and the traffic coming the other way should have the sense to wait for the bus and traffic to come out of the works...or do you mean something else?
