I very much doubt that your daughter has anything to worry about. If you take a fall you can rip the skin off your hands knees and elbows but it always grows back again, complete with all of the hair follicles. The damage to your daughter's scalp seems to be less severe than that, So it would seem reasonable to assume that the skin (including its hair follicles) would fully recover.
Further, a guy who used my local pub in Sheffield (many years ago) was working for a utility company, in an inspection pit in the road, when a car burst through the barriers straight towards him. He ducked down and avoided a direct blow from the car but his hair got caught in the vehicle and it 'scalped' the whole of the top of his head. He certainly looked rather odd when he next came into the pub but the skin fairly quickly grew again and he regained a full head of hair, with no signs of damage.
