Plumbing Query

I've noticed that my taps don't turn on like they used to. Used to do about 2 turns,no it turns only a quarter turn & the water trickles Any idea what the problem is & is it easily fixed ?

How old are these taps?
Is the problem with both hot and cold taps?

Tap is 6 years old & is only the cold tap in the bathroom that has problem

I had this trouble recently and was told remove the top of the tap and adjust the stop washer it worked it had come loose and did not allow a large enough gap for water to flow. Hope this helps i am not a plumber tho
