Responsibility for erecting bus stops

I am trying to lobby for a bus stop/shelter to be erected on a stretch of road in Wallington, Surrey and would like to know who to contact with the request.

Sutton Council would be a good place to start, though the responsibility for the stop and the shelter may well be with different people; the Greater London Authority, and bus companies may also be involved. As with anything to do with roads/transport/local authorities, be ready for a long and frustrating haul!
