Programme installation help please

Hello I have let my 11 year old son loose on the computer but im finding since i cannot install any programms,i mean none!
I get the message which reads.....Internet Explorer was not able to open this site as it is either unavailable or cannot be found.
Its happening on every site i visit and only found out as i was trying to install flash player for him.
Ive ran spyware,maleware and uninstalled my anti virus but still nothing heelllllllp please xx

I do have a laptop and i can access the computer where the error message is i just cannot download any programmes.
Anyways here is microsofts answer which explains nothing to me
To resolve this problem, click to clear the Prevent Caching of Protected Pages on Client check box on the RSA SecurID tab of the Outlook Web Access Web publishing rule.
