neighbours dog barking

My neighbours dog barks behind our fence at all hours of the day and night does any one have any ideas on how to stop it, owners have less inteligence than the dog so cant speak to them.

Ring the Environmental health department, complain to them and they will get it stopped.

I haven't had a dog problem but I have had two burglar alarms stopped from ringing all dam day.

It is possible to buy collars which  waft a lemon scent when the dog is excessively barking (also one which gives a small electric shock). The dogs do not like the smell. Ask neighbours to get one or alternatively buy it yourself and ask if they will be so kind to put them on the dogs.  I have same problem here in Spain but cannot buy the collars here.
