Is the temperature quoted in the shade?

On forecasts and web-sites is the temp in the shade and haow much would you add on for in the sun ?

Yes. Temperature is always recorded in the shade. What you add on for the sun is not a fixed figure - depends on latitude, time of day, time of year, exposure conditions of thermometer etc.
Temps in excess of 70deg C (about 160deg F) in the sun have been recorded even in the UK. These figures are basically meaningless and never used in weather reports and forecasts.
What's meant by 'shade' is also precisely defined - thermometers have to be kept in an approved type of screen approx 1.4m above the ground.
