dog wee

On 4 occasions this week my 2 year old neutered dog has wee'd up against other dog walkers (and once me)while i've been talking to them,he's never done it before,is it because he's trying to assert his dominance or what.do I tell him off or ignore him?at home he knows he's at the bottom of the pack.

it could be he's feeling permanently at the bottom of the pack and it's a "look at me" kind of thing. My dog's 14 and has never done it - but then again he's spoilt rotten!!!!!!!!!
