history of driving licence bans

My wife needs to know (don't ask me why) when the authorities first started to ban drivers form holding a licence. Licence suspensions,
I have "Googled" the question but can't get anywhere.
So, does anyone know when it was that the first driving bans happened in this country.

this is a good record of the changes in the licensing authorities and license types, which does include some reference to endoresments, Local Authorities would have used the local magistrate courts for any bans just like now i guess
