There are so many people at fault here.
The politicians, too busy looking after no one with their expense fiddles.
The Police, who have become the nations revenue collectors and are no longer law enforcers.
The Parents who refuse to see evil in their offspring and even if they do suspect,ignore it.
The do-gooders in this country who have effectively removed punishment.
The councils who pass the buck,and finally the children,who have learnt from the all the above that they,the children, can do whatever hell they like.

There are adequate laws to prevent yobbish behaviour and there are adequate punishments if they are guilty.
The tragedy in this case is the police did not seem to want to bother. They did not use their powers and this family was left to suffer.
It is wrong however, that people have been named in newspapers without any chance to state their case. They may be guilty, but they may also be innocent. It should not be left to a journalist who wants to sell more newspapers to decide.
I gather that this family were targeted for 10-15 years, so it is unlikely that a couple of individuals were solely responsible.

Responding to anti-social behaviour with self-righteous vigilantieism solves nothing at all, but merely gives credence to the persecution complex suffered by the family alllegedly to blame for this tragedy.
As someone who has suffered anti-social behaviour to an extrent that it caused is to move house, I know very well how utterly inadequate the police resources and council legislature is at dealing with this modern urban blight. Until the government stops hand-wringing and actually puits and appplies robust laws in place, situations like this are tragedies waiting to happen.
But - at the crux of your question - responding to anti-social behaviour with anti-social behhaviour simply racks up the madness even further.
The law exists to protect people - let's see it focused in a areas where it is sorely needed to be strenghtened considerably and to be applied rigourously - but there is little slign of either at the moment.

The Crime and Disorder Act 1998 (amended 2006) should have protected this family if it had been applied. The police in this case were derelict of their duty.

The problem is that this Government has imprisoned far more people than any Government in recent memory. The Government has got tough, is jailing more, the only problem is they didn't build enough new prisons to cope with the huge increase in the prison population. Therefore, sentences for relatively petty crimes tend to be short due to space constraints.
The jails are full to overflowing. As there is limited space, the people who are dangerous rather than those who are a nuisance should be prioritised for incarceration.

What was ironic when questioned by a TV reporter, the Father of one of the abusers, said " If you don't get off my property I will call the Police".
Perhaps if he had, he would have most likely received a better response from the Police, than that poor mother received?
In the far distance past I can't ever remember the community blaming politicians, Council Officers or even the Police for any crime against the community.
The big lads of the community would have sorted it out forthwith, all carried out under the blind eye of the local 'Bobby', and the perpetrators were either run out of town or quickly learned not to misbehave in future.
It has been allowed to happen for far too long now, I think without very draconian measures taking place, things are only going to get worse.
Starting first with parents, by making them totally responsible for their offspring's actions.
No children allowed on the streets after dark, this could be Policed by the return of the Local Copper, who would know most kids by name and sight.
And finally for those youngsters that were beyond any control whatsoever, a return of the Borstal Schools.
