I'll assume that it relates to seatbelt legislation. It's perfectly lawful to convey a child in any passenger seat (front or rear) of a car. However, until the child reaches their 12th birthday, or a height of 135cm, an appropriate child restraint must be used. If it's not, the driver can be fined up to £500. (There are a few, very specific, exceptions to the rules but they only apply to rear seats):
