The "Answer question" panel isn't showing so. . . . .
The MSOE.dll file can be found in C:\Windows\ Service pack files\ i386 so try and drag a copy of it into C:\Program Files\ Outlook Express.
I'm on XP so I don't know about Vista!!!!
