You will not be able to receive HD Broadcasts without a HD Digital Box even though you have a HDTV.
You will need a Sky HD Box or a Freesat HD Box and eventually when HD comes to Freeview you will need a Freeview HD Box.
Unfortunately it is an extra outlay of Cash every time
Any new HDTV will probably have Freeview included, but it will also be able to pick up analogue signals until analogue is switched off. To get either analogue or freeview you will need a "normal" aerial in the room.

Then you just turn it on and "tune" the TV to pick up the signals.

The only way you can get "HD" (if that is what he wants) is to have a satellite dish and either buy a "Freesat" box (from BBC/ITV) - no monthly charge, or a Sky HD subscription (monthly charge).

If it is a portable TV then to be honest it is probably not worth paying for HD (it is not clear from your question whether you actualy WANT HD or not, or just "normal" TV)
