Under the circumstances do you this Big Brother should have told the housemates about the dreadul attackes in London?

No~ unless one of their relatives was somehow involved. It wouldn't resolve anything, they can't help or contribute.

What difference would it have made? They would only worry about it.

They'll be rather peeved when they get out I bet. Maintaining the rules of a game show can't be more important than this surely? Saying that, in today's world nothing would surprise me.
I do remember the American housemates were told at the time of 9/11. I don't know ,I'm split on this one to be honest.
I actually thought that US BB only told one of the housemates about 9/11 at the time cos she had a cousin who worked in the world trade center.  No contact with the ouside world is one of the 'holy rules' of BB, so they're very reluctant to break it.
Yup, if they break that 'holy rule' they might lose ratings... I despair, I really do.

I think that they have a right to know. Even though they can't do anything about it I still believe that in these unusual and tragic events that they should still know.

You can't hide the outside world from them, just because they are not part of it at the moment it doesn't mean they won't be part of it soon.
