Kids programme with drunken Cockroaches

There was a kids programme on in the early 90's which was the same kinda format as 'Bear in the Big Blue House' (puppets-wise). Had different animals, the main a bear, and the Fox was the baddie. There also was a group of cockroaches with Mexican accents who were always drunk and getting stood on by the bigger animals. Any ideas what it is?? Driving me nuts!!
