Also, for the same reason it's always dry after a wet spell. If it didn't rain after a dry spell we would have a permanent drought.

Because the sun draws up moisture into the atmosphere which then cools down and forms clouds which carry the moisture until it finally falls as rain and then the whole process begins again and again and again and so on and so forth. OK?
