Formula One cars need to be as light as possible, so the fuel is calculated absolutely presicely. Based on the way the race is going, tyres are similarly assessed, and both are changed and adapted at various times during the race.
It is possible to race an F! car with one tank of fuel and one set of tyres, but it would still be racing when everyone else has gone home!
