Whilst trying to explain the recent downfalls in Cumbria, a guy on the TV said that 'Can you imagine 314 millimetres of water measured over one square foot?'.

Can ABers confirm this as I would have thought it more likely that now it is given in millimeters it might be over a square meter

It would be tricky to imagining it because you'd have to convert it in your head.
They should use both metric or both imperial.
Take a tape measure and measure 1 foot from the ground or the floor - that's a wee bit under 314 mm. Now imagine that depth of water falling all over your garden/floor in 24 hours and that's what he's talking about. Makes for a pretty deep puddle even allowing for some of it soaking into the ground. Or if you want it another way, that depth of water translates into around 5 gallons of water per square foot - if I've done my math right :-)
