2d state a radio buff is to ring up (5). I have o-a-a so it looks suspiciously like Omaha -but that is a city, not a state. Can any one throw light on it?

If you reverse Omaha, you get: a radio buff (A HAM) is to ring (O) up.

It does look as if it should be Omaha - the clue fits - radio buff is 'a ham' so that is the last four letters if you reverse them - ring is O which all in all makes Omaha - like you can't see where state comes in!!
