Which city had the first purpose-built civil airport and terminal?

Croydon was the first I think but it's not a city! Maybe it's Manchester but maybe someone knows better as it could be anywhere in the world!

According to my researching Croyden was the world's first purpose built civil airport. It opened in 1928 and was closed in 1959. Prior to 1928 Hounslow was used for civilian flights, but was deemed too foggy to build an airport there.
