Parking Ticket

I was issued a parking ticket by an agency (not council) on 15-09-2009 stating that i was parked in a "space reserved for permit holders only and failed to display a valid permit". The housing association for the friend i was visiting had told her to get visitors to leave a note inside the windscreen stating the time, date, vehicle registration and flat number. THIS WAS BECAUSE THEY HADN'T BEEN ISSUED VISITORS PASSES.
I did this, i was inside for approximately 20 minutes and came down to find a ticket on my windscreen. I have appealed to 'Central Ticketing' expolaining the above and i have had the automated "you have been unsuccessful" letter.

Firstly, the automated message on their machines states that responses to appeals may take up to 28 days, I received the responses today (70 days). Can they do that????
Secondly, I have heard that there is no legal binding to these ticketing companies, what will happen if i refuse to pay it???????

Hadn't been issued visitors passes? Where my Grandad lives he has to pay for them and so does my sister.

If you don't pay then it will eventually escalate.

They were told simply to put a note in the windscreen while the passes were being sorted out. None of the flats have them, it just worked out that I was the one that got caught

I was the owner of a flat in a similar complex to your friend. There were 48 flats, 48 numbered parking spaces (one per flat) and eight visitor spaces. Visitors were only allowed to park in the designated visitor spaces and definitely not in any of the other ones.

Is it possible that your friend's flat complex had a similar system & you unwittingly parked in a normal space rather than a visitor space? I think your friend should take the matter up with the Housing Association.

out of interest I googled these people and there are a lot of references from people who have been issued with tickets quite unfairly. This site has a poster who says to ignore them totally and eventually they go away.

Thanks guys, i think i will ignore them now. As it states on the website they have no power, they are profit only and the appeals process is a load of BS to make you believe that they actually haver the power to do something about it!

I hope you haven't said you were driving? What they say is don't initiate correspondence. Wait for them to apply for the details of the Registered Keeper and write to them. They need to be able to prove that the driver entered into a contract by parking there. They may tell you its down to the RK to provide details of who was driving or its down to the RK to cough up - its not.

If you ignore the letters which may look official they will go away after 5 or 6. You may get letters from Solicitors threatening all sorts, CCJ's, court costs ect. Its all an act to get your money. Stay tough and don't worry about them.
