He's obviously not too old to be a father - he did it. Whether it was responsible or not is another matter, but only our opinions!
Men are never too old, they can still father a child at 90

Can I ask, is this something that the public decide or is it a matter between the people making the baby?

My question might have been better worded. Is he too old, at 64, to be a good father?
Better an older committed father than a young irresponsible one. ( cor isn't irresponsible hard to spell....had to have 3 attempts )
When you consider the numbers of children who are actually raised by their grandparents because birth parents are too busy / too feckless / too clueless.......
