Got a letter from collision Investigation Unit,DRiving without due care ,Can someone suggest the further probable steps?

I am on Provisional License ,cleared theory and booked practical test for 11 Jan.
I got a letter under heading Requirement to provide name and address of Driver,
This states driver has committed offence "Driving without due care and attention,failing to stop and failing to report a collision"
before one of junction of M60 which is motorway .
I am sure I did not collide with any body .
only thing I could recall one police car was behind in right lane .
I understand I am not supposed to drive on motorway even when person with valid license is accompany .
I was driving alone .My Non UK license is now not valid as I stayed more than 12 months in uk.
What is possibility to counter and what may be the max fine.
Can I plead not guilty?
Please help I should we clear this .

This letter states the incident of one week back before actual receipt of this letter.
This is the regualr way I folow to my work place ,the place and time are correct.
I was driving with approx speed of 65 moved from middle lane to left land and again on the slip road to M56 . After I entered M56 junction then only I realised one Police car was behind which moved straight on M60.
I understand due to my moves in short notice I have received this letter.
It is sure that I did not collide any where slight bruishing on motor way should not have gone un-noticed.
Can anybody let me know the procedure which will be followed further?
Should I call up the number mentioned on the letter to know what is my actual offence and if the matter can be resolved in clean manner?
I shall be driving my car only when If I clear practical test on 11 Jan.

You can't drive without L-plates (learner plates) and someone over the age of 21, holding a full licence for 2 years, with the required insurance on that vehicle (that insurance covering you on the policy) sat in the passenger seat. The "Requirement to provide name and address of Driver" is known as a producer which if you do not produce in 7 working days (unless specified otherwise) you will be prosicuted.
Due to the fact you don't currently hold a licence, if you do have to 'attend court' (which you will if you don't take my only advice) you won't just face a fine, you will face a ban which, will usually (average (magistrate for 20 years)) be about a year. This means that you wouldn't actually be able to take your practical test in January 11th. The producer is before that and even if it wasn't the police know that if you stated that you were driving that, you do not hold a full uk driving licence. So back to who owns the car, it must be insured, who has it insured?
Now I'm sober I can give a little bit more information/advice.

I understand due to my moves in short notice I have received this letter." - This has absolutely nothing to do with the incident or the producer as if you police wanted to stop you they would even if it ment TPACK-ing you.
"Driving without due care and attention,failing to stop and failing to report a collision" - This means that your vehicle at some point on the M6X (the motorway that the producer is refering to) has been involved in a motoring incident. This could be something as simple as a car requiring to swerve out of your way and hitting the curb, although this isn't very severe it would explain why you have a producing document. The example incident above could of happened without you even knowing but is it possible that you did have a crash that you are not mentioning?

6 Points on your provisional licence (provisional licences can carry up to 12 points).
A fine, which varies due to personal income (salary). I do believe I am correct by saying that for a 'no insurance' fine you are looking at 1.5 times your weekly salary (for example, you earn £300's a week so, this means that the fine would be £450). Given certain circumstances there is a discount offered at third of the cost so the fine would infact be £300 and not £450.

The courts are only allowed to issue points for one of the charges stated below (I can guarantee it will be the offence that holds the highest points which I believe is 'driving without insurance'***):
Driving without insurance.
Driving without due care and attention.
Failing to stop and failing to report a collision.
Unless you have criminal convictions or motoring convictions the chances of imprisonment or a driving ban is extremely unlikely (courts have guildlines, they aren't allowed to throw you away for the offences you have stated).
I suggest that you plead guilty to the charges, that way you won't be wasting the courts time. I have no sympathy for anyone driving on public rounds without a licence but you will pay the price when you try and re-insure your vehicle (out of all the criminal/driving convictions insurance companies despise people that drive without insurance and most of them won't even offer to insure you - unless you pay an extortionate price).
As much as I'd like to say I wish you were banned I'm not going to say it because trust me, you will be paying for your mistakes for at least 3 years.
*** I'm not sure how many points 'failing to stop' carries. It might be more than 6.

P.S I was banned for drink driving in 2005 (reading of 46, anyone reading below 40 (35 is the 'legal' limit) are lucky and get to go free without being banned) and I'm still paying the price for my mistake. My insurance went from £600 up to £1800.

The letter/producer is dated 16 dec and allows 28 days to furnish the driver details.Not sure should I appear for the test on 11th.There is one telephone number mentioned in letter .Should I call and check why collision is menitoned and the seek the advice from officer for the remedy of all my mistakes.
