DRY EMULSION BLOB ON NEW WALLPAPER

Ive just noticed a blob of dry emulsion (about 2 weeks old) on my newly hung wall paper. Does anyone have any ideas how to get it off without ripping the wallpaper. I was thinking of wetting it, the paper is a washable vinyl and very hardwearing so i thought it might tolerate a damp cloth to wash of the emulsion......???? or maybe not.....
