Who should the letter be addressed to

Theres a job advertised on jobsite that i fancy applying for but who should i address the cover letter to, theres a name of a person at the agency so should i address it to him or just put something like "To whom it may concern".

It is the agency that will conduct the initial sift of applicants in any case.
