Can you not drag it back into the start sub-menu ?
Failing that, how about opening up an Explorer window to C:\Documents and Settings\<yourlogin>\Start Menu\Programs\Accessories and copy & pasting the shortcut back into there ?

Obviously substituting for <yourlogin>
Have you checked that is no longer in Accessories?
