It depends whether or not it is a set of double sixes or double nines.  So 28 or 55.

And I have a set that runs up to double 12, which has 91 tiles.

Use this rule to calculate the various numbers of tiles;

Look at the highest number it runs to, then multiply the next two numbers and halve the result.

ie a double 6 set ... 7 x 8 = 56  halved = 28 tiles

   a double 9 set ... 10 x 11 = 110  halved = 55 tiles

   a double 12 set ... 13 x 14 = 182  halved = 91 tiles
