The older pup will soon learn not to go too close.The bitch won't kill him or seriously hurt him but she'll frighten him, that's certain.He'll learn his lesson.You could hardly call that 'a fight' it never gets that far.Instinct takes over and the older pup will escape, chastened.
Why worry the bitch by letting the older pup near her, anyway? If she's weaning the pups you'll make her anxious and you should not be letting anyone or any animal near her any more than is essential.She may even hurt her pups.When they're older she'll eventually not fuss so much,but she'll still look after them.
