i a report i read about it earlier, there were 4 police officers present. Surely if the guy was just blowing his nose then theyd have realised between them it was a silly charge.

I think you will find that there was more to the dropping the tenner than was mentioned.

The guy bought something from a charity shop for £10 and gave the cashier £20. He then ripped off the price ticket on the garment and threw them on the floor, accidentally dropping his £10. He was asked to picked it up and refused.
