Contact the electricity provider in your area to find out about mains electricity connection. Standard connection charge applies of about £250 plus the cost of cabling installation from the nearest access point - it could easily run into thousands if you are some distance away. No standard grants - but talk to social services, charities sector if you are a low-income family perhaps.
Lack of mains sewage will mean that you already pay a much smaller bill for water services to your utilities provider.

We have a septic tank and get no reduction on our Council Tax,but we pay (every two years) for it to be emptied,and we pay NO sewerage charges to the Water Company,so I guess we do SAVE that way.
However:~
Water supply,and removal of waste water is nothing to do with the Council Tax.
Mains electricity is nothing to do with the Council Tax.
