Winows XP not starting

Hi. After trying to download a piece of software (that enables tv thru my pc) we had a power cut. On rebooting back up the pc gets to the Windows XP bar and just keeps rolling but not fully loading. On hitting F8 and going through all the options from restart at last known point to safe mode I am unable to get anywhere. Had hoped to get into the drive to delete the software that was downloading in hope this would of helped but cant get that far. Is it due to this and may have to use the cd recovery disk or defective RAM? All docs etc have been backed up but rather not start from fresh doing a full XP reload. Any help appreciated. If you fitted a hardware card before the event and were downloading software to run it, you could try removing the card.
I have had similar experiences .. and I would say next thing to try is Start up disc. Safe mode and uninstall or re-install software. or even S Restore if you get to the desktop.
If no good with that, I would think an overinstall of Windows would sort it. That way you should keep all My Docs stuff intact.
