What can I use land without planning permission for?

Have some land within a residential area that has been refused planning. This is due to the grassy area being used as an amenity area for the local residents. There is a no ball games sign and all it is used for is for dogs to poop! The land is ours. Do we have any rights to put something on it that does not require planning permission?

On a more serious note, it's just a mite strange that you happen to own the amenity land around your patch. It's more normally transferred to the local authority. A bit like what happens when the public highway is taken on by the local authority - the developer builds it to the standard then the local authority takes on 'maintenance' from there
