Noisy neighbour!

Hi All,
A friend of mine is experienceing a few problem with her noisy neighbour. The neighbour in question lives above her and is forever banging and crashing around and generally being noisy.

To be fair the noise is very much exagerated by the fact that there are wooden floors throughout the upstairs flat with the most annoying noise is from people walking around.

The problem is that the upstairs tennant is not very forth comming in disscussing this issue and as my friend is a female single mum she does not want to make the situation worse by arguing.

She would like to be able to communicate with the landlord/landlady who owns the premises to be able to discuss various options like getting carpet installed or some kind of sound installation.

Does anyone know how she can find out who the legal owners are?

she could do a search on the land registry for about £5 to find the details of the owners.

Does your friend own her flat? can she check the lease to see if there are any restrictions on there about flooring?

There is a law I believe that upstairs neighbours above another residence with a wooden floor, have to have a carpet or floor covering of some sort.

Check with your local Environmental Health Department, they will tell you straight away and maybe inform the landlord.

I have just spoken to her and yes she owns her flat.

However i slight misunderstood what she was saying, they do have carpet upstairs it is the floorboards them selves that are making the noises, so i guess this will come down to a maintenence issue?

If the flat is leasehold there will still be a freeholder and each leaseholder will have a written lease detailing what they can and can't do. I have found asking someone to sort it within x months or be reported to the freeholder can work wonders in these situations

if its an old property and the noise is just the way it was built there i dont see what can be done.

No-one else in the block will want to pay for such extensive work just so that friend has no sound from above.
