Do you have to pay tax on social benefits?

Hello all
I'm writing a response to a consultation about paying for social care. I would like to know if you are taxed on benefits you receive, i.e. if you get DLA, Attendance Allowance, Carer's Allowance, etc and are disabled or have a chronic illness do you have to declare your income and pay tax above the threshold?
Are certain benefits exempt from tax?
Benefits are a minefield, hope someone can help!
